The short answer
If you already own a working TI-83, keep it. It does the math your classes require — graphing, trig, stats, matrices — and it is approved for the SAT, ACT, and AP exams just like the TI-84. Spending $100+ to do the same homework is not worth it.
If you are buying your first calculator, get the TI-84 Plus CE. The color backlit screen is easier on the eyes, the rechargeable battery ends the AAA hunt, and it is faster. There is no reason to buy into the older generation new.
What actually changed between them
Think of the TI-84 as a modernized TI-83, not a different species. The screen went from black-and-white to color and backlit — the biggest quality-of-life jump. The battery went rechargeable. The processor got faster and the memory grew.
The button layout and menus will feel familiar if you switch. TI kept the workflow deliberately similar, so TI-83 skills transfer straight across. Teachers demonstrate on the TI-84, but a TI-83 owner can follow along with only minor menu differences.
The one upgrade worth making
Upgrade if your TI-83 is dying — dim screen, dying keys, corroded battery compartment. At that point, put the money toward a TI-84 Plus CE instead of hunting a used TI-83. You will get the better screen and battery as a bonus.
